Inter-agency mobility made easier

Organizations of the CEB have now approved the “Inter-Organization Mobility Accord”, which replaces the 1949 inter-organization agreement concerning transfer, secondment or loan.

The new Accord, which was negotiated through a consultative process at the inter-agency level by HR specialists and legal advisors, provides a useful framework for administering staff moves between organizations of the CEB. It is rooted in the desired principles of greater harmonization, precision and flexibility, and engenders responsiveness to the diverse needs and requirements of UN common system organizations and their respective staff members. As such, it is highly inclusive, facilitating open dialogue and consultations among all parties concerned - the Releasing Organization, the Receiving Organization and the staff member.

The Accord regulates the following inter-organization mobility arrangements: transfers and inter-organization exchanges: The term ‘inter-organization exchange’, which replaces the loan and secondment arrangements of the 1949 Agreement, has been adopted as a common expression that reflects the need for flexible arrangements. Under this Accord, organizations and staff members are able to customize the inter-organization exchange with established options in the contractual relationship between staff and the organizations concerned, including administration and payroll, costs, duration of the inter-organization exchange, re-absorption measures, and benefits and entitlements.
