Chief Executive Board supports proposed new Mobility and Hardship Allowance scheme

In a statement provided to the General Assembly at its 60th session, the Executive Heads expressed their support to the proposed new Mobility and Hardship Allowance (MHA) scheme, prepared under the auspices of the International Civil Service Commission (ICSC).

The new scheme foresees the introduction of flat rates and lump sums for the mobility, hardship and non-removal elements of the scheme, which will make it easier to understand and administer. Despite their overall support of the proposal, Executive Heads did express their disagreement with the Commission’s earlier decision to de-link the MHA from the base/floor salary scale. This means that adjustments to the allowance will no longer be made on the basis of salary increases but through a different review process every three years.
