In 1994, the percentage of professional staff ranged between 20 and 40 percent of total staff (not including national professional officers) in most organizations, with general service staff making up the remaining 60 to 80 per cent. Ten years later, not a single organization had less than 30 per cent professionals and in many organizations the percentage hovered around 40 per cent. Clearly, this reflects the changed nature of both the professional and general service level jobs in the UN system, attributable at least in part to the impact of new technologies.
